Adds ability to export and import all users and user groups in addition to user specific configuration. Specifically, it exports the AM user data, but not necessarily the IDM user data as of yet.
Note that this export was added in during development of new imports and exports, but we decided not to include it in the full config export since it is not config but rather data (even if it does contain some configuration). In the future there may be a use for this (see this issue: rockcarver/frodo-cli#296), so I'm leaving it in. The changes here are not necessary for any other PRs.
